Default Fluctuating boost mid range

Well it's been evident for quite a while now but never really enough to get on my nerves.
BUT today on the cruise...i'm over it.

The issue:
Heavy throttle mid RPM 2500-4000 ballpark. The boost is obviously on at this point. Then the engine jerks around like it can't make up it's mind. Gets into 4500-5000 RPM and it's all fine.

Low throttle no issues.
Seems to be more of a promlem when the engine is hotter.
Noted a small amount of oil externally on the wastegate actuator tee? No idea if it has anything to do with it.

The car: MY00, stock motor, GD intercooler,stock BOV, stock TD04, 3" dak pipe, dry pod. New O2 sensor installed several months ago made life better at low throttle. (Full throttle is open loop anyway).

So what are the possible causes? Any hints or words of wisdom?
