Says who? I have an updated PDF file of all offences and what the demerits and fine is.. nothing mentioned about having your arm out the window.
Not that I have it hanging all the way out like a dickhead, I meant more as in having my hand half out the window sill and holding the side of the door.. if you get what I mean
