i've never once been 'blinded' or more than slightly distracted by foglights.
i've been pulled over for having them on, and have been passenger in cars that have been pulled over for the same reason.
each time the officer's reasoning was, well... non-existant - it is simply illegal, and we should therefore not question it.

in my case it was 2am and obviously very dark with no traffic on the roads, and i genuinely wasn't aware of the foglight law.

"why have you got your foglights on!?"
"hi, good evening. is there a problem with them?"
"show me your drivers license and turn them off."
*shuffles through wallet to produce drivers license*
"TURN THEM OFF! don't you know how to turn them off, how long have you had this car?!!"
"i've had this car for one week." i handed him my license.

having generously given me 3.54 seconds to both provide him with my license and turn the foglights off, it was at this point that the friendly officer proceeded to reach through my window for the foglight switch..
"THAT is how you turn them off, OK!" his face 2 inches from mine.

first and only time i've been pulled over in any car.
clearly an unbiased attitute toward a young wrx driver...
