Its extremely difficult to generalize about substance use/abuse. I believe the outcomes from use have a-lot more to do with the person than the substance.

I agree completely. Weed is probably the safest drug out there, but like anything, can become harmful in some way if used in excess or incorrectly.
The laws banning the sale and possession of smoking implements will only increase the chance of potheads causing damage to themselves; I'm sure smoking out of a bong is way less harmful that smoking out of a coke can etc.
