If they've been chopped for a FMIC, very little chance of getting them to sit properly, especially for the bit that goes under the bumper.

They get hacked up fairly easily, even with normal rims at a lowered ride height, let alone your rims.

If your front guards have been rolled heavily, the plastic liners won't sit properly either (as in your photo).. you can stretch them with a heat gun though to sit in the guard lip a little better.

A dodgy sounding way of securing it, although it works quite well, is to punch a small hole in them (in the bit that goes under the bumper) and run a cable tie through it.. secure the cable tie around the IC piping. It'll hold them fairly steady.
