For sure, power runs are cheap.
But the dude's not trying to find out how much power his car makes, or even if his AFRs are in check. He simply wants to know if it's been previously tuned or not.
A dyno's not needed for this.
If the car hasn't been tuned, a power run is going to do more harm than good.
