Not a straight forward answer to this Q.
Most tarmac events do not require a restrictor eg: Sprint series, hill climbs, Autokhanas, Rally sprints at Motorplex etc.
Certain race classes at Wanneroo require a 36mm restrictor to be fitted.
Tarmac rally is more complicated. If the car is built/log booked with a restrictor, the restrictor needs to be fitted for Targa type events. If the car is built/log booked without a restrictor it doesn't need to be fitted for Targa events.
IE: If you have a gravel car and decide to do Targa West, then you have to run the restrictor and compete against unrestricted cars.
At least that's how the CAMS rules were applied last time I looked at tarmac rally.
If they rules have changed, someone please correct me.
