As said on there all it does is move congestion onto the feeder roads and into the suburbs. A low cost solution which should go someway to helping is to make every junction on the freeway have a give way sign for those turning left when exiting. Those that travel on the freeways look at the traffic backed up due to people waiting on the lights. How often do you sit there with nothing coming past? Now look at the junctions that are setup with give way already.
