If they have no qualms driving around in a stolen car I highly doubt they'll be too concerned about paying for fuel...if the plates keep changing the servo attendants won't be able to recognise the car to prevent them filling up, once the fuel's in the car all they can do is report the plate visible from the shop to Police & other fuel stations.
