Bumper would be more time consuming to remove.
Should be able to get access to the filter by removing a few clips in the wheel well and under the front bumper (looks like it could be up to 10

Would most likely require removing the wheel still.
I haven't done this before so I wouldn't take this as gospel.
Edit: Picture was taken from the 2008/2009 service manual but should be pretty much the same.
