Definitely true about you get what you pay for.
I just installed a IP-PoE Security Camera system at home using Geovision dome cameras, which is why I think it's important not to get cheap ebay spec cameras. You want to get as good as you can afford.
I got these and they are pretty good.

These are $550 a piece.
My DVR is a a dedicated PC, which also supports iPhone/Android connectivity over 3G. Also get Emails on motion etc.
