Yep it is normal.

When your check engine light comes on in a Subaru, it disables the cruise control (thus why it is flashing). Best to have the code checked out with a scan tool to figure out why it keeps doing it. The codes will be stored in the ECU.

The CEL can range from single to multiple sensors reporting issues with MAF, Oxygen Sensors, Etc. Ranging from Miss firing, to a loose gas cap, condensation, loose connector on a sensor, etc.. etc..
