What is the penalty for not returning to the pits under own power BUT actually having the amount of fuel required for a test sample?

Because Seb did neither and someone at RBR is surely getting reamed for that. It'd be better to have stopped somewhere in first sector and at least had the required amount of fuel for a sample; surely the penalty for that is not as harsh.
