Just to clarify so that false facts don't unintentionally start going around: unfortunately the crash occurred due to driver error, not mechanical error. Plain and simple.
As for the concrete vs plastic debate: yeah as Blues has said it's been covered before.
The barriers are only used at a couple of locations, and the reason they are in place there is to stop two cars from possibly crashing into each other of one person gets it wrong (oh and to protect the precious grass).
Better one accident than two. Drive to the conditions and your ability and you should be right; get it wrong and the concrete is there to protect someone else from your mistake.
