This right was described by Blackstone as an auxiliary right, supporting the natural rights of self-defense, resistance to oppression, and the civic duty to act in concert in defense of the state.

So effectively, yes it is to allow resistance from oppression (of say the government) but also to allow the duty to act in defence of the state (government). It was well written and designed to ensure that the leaders in government act to support their constituents so that they would continue to support their government.
I would say that in the 21st century the US government is failing in its support of its constituents for the benefit of corporations and their lobbyists.
