Done an eBay purchase recently, I think the seller has scammed me

Ok, it was only 40 bucks. The item is reputed by the seller to be one of several spare Win7 Ultimate 64bit keys bought on a volume licence. (Yeah, risky, I know; but I've done it twice before with good results... I think I let my guard down as a result) I'm within the 45 day period of the transaction and been to Google, PayPal, and on here pounding the search button, no definitive answers so far. The transaction was on 27/05/13 and it shows on the PP account as "
completed" (a key word in PayPal territory, apparently - leading to very little they can do in the disputes dept); but no goods so far & seller won't answer msgs thru eBay or emails.
Glad it wasn't an expensive item, but I would like to know for in the future, is there any easy way to reverse a PP transaction without having to go thru their resolution centre process or other piles of red tape?
