You could use it without a tune but I can't imagine it would be flawless without a tune to suit, and would you really want to risk it untuned...
If you learn how to use the lumps of nerves and flesh at the end of your legs to moderate the throttle you will save fuel. The less throttle the less boost
most cost effective boost controlling known to man.
My WRX had ~280-290WHP and I got ~480KM out of each tank in daily traffic and when I hit the highway/country roads I kept it in 5th used the torque I had and got even better economy.
It may sound stupid, but when I upgraded the turbo (with tune to suit) is where I got my best economy. The bigger turbo gives you more off-boost RPM to cruise in. EG @ highway speed the TD04 is ready to peak boost at the slightest throttle fluctuation.
I am not saying fit a GT35 = Get Lag = Profit.
