Get him to take it to a Subaru specialist who can do a pre-purchase inspection (S Technic in Maddington, Blue Star in Wangara, Maximum Motor Sport in Malaga) and they should be able to tell you more than he will and might be able to give you a rough idea of what the car is worth.
But IMO unless it has 6 speed, brembos, EJ207/Very well built EJ20G, he is asking way to much. And I think if he has pumped 30k into it, it will be running more than 9 psi just as a heads up.
