the "not costed" bit can be applied to the coalition's plan as well

Looking at it the other way, the Coalition wants to implement a plan that will cost at least 2/3 of the original plan (I am just using the numbers they put forth) with at most 1/10th of the speed (assuming you live on top of a node), cost more to maintain, unreliable when it rains, incompatible with future upgardes and guaranteed to be obsolete in ten years.
