But water barriers don't stop an out-of-control car.

The current location of the concrete barriers is fine: they are placed only at points where it is necessary to stop an out-of-control car from hitting another.

The only arguable one is the one on the outside of the final corner (when traveling in a clock-wise direction). Personally I'd prefer it be plastic but perhaps the guys at Stop Control don't want a car losing it on the slippery grass and coming into their control sideways from the wrong direction. Fussy buggers... It's give em some excitement!
