There is no such e-mail address notice@ato.gov.au nor would the ATO e-mail you regarding a refund adjustment 'let alone e-mail tax payers at all'.

P.S:

I wish my name was Kenton Abernathy, just sounds so regal.

Let it be noted that there are some cases when the ATO will e-mail you but you will know in advance and it wouldn't be in relation to a matter such as this'.

Also look for tell tail signs such as how the date is formatted.
