Maybe your mate is a cadet still in training? A cop
can canary a car for anything he/she suspects to be unroadworthy. Its the cops opinion, it doesn't even have to be correct. It's then the inspection centre (the pits) who inspects it and makes the decision to approve (and issue permits if requested).
