1. you 'could' join the wire to something out of the fuse box.. but i wouldnt recommend it.

2. yeha you would cut the somewhere along the wire and you would join the fuse in between the cut.
ie.. (battery positive)-------(inline fuse)--------(switch)

3. splicing is pretty much removing the coating

put it this way, if you establish a firm plug and nothing will fall out accidently u wont need a fuse. just focus on getting it all working first then go back and wire in a couple fuses.
