Dont know if its a Subaru issue but alot of cars the valve in the petrol cap will fail . Had my wife's Astra do it and my old GTR replaced fuel cap and problem solved.

Fuel smell would be present until car was running for a bit and quite strong as if you had spilt some on your shoe.
