My wife makes that noise but is usually at 200 kmh

Its that reasonably high pitched howl (sounds like an owl) and I cannot for the life of me figure out what it is. I've ran the following tests and the noise appears in all of them:
  • Happens with Cruise control off and on
  • Disapears as soon as you go over 101-102kph
  • Happens in 4th and 5th gear
If you guys have any ideas what this is/have any suggestions I'd be forever grateful.
