finding conflicting info about my99 wrx colour coded handles, mirrors, side and rear skirts.

Was it a factory option from new for the my99?

I realise the my00 had coded mirrors and handles, not skirts, but was it a factory option from new to get coded skirts?

Just wondering as I see nice stock 99's and 00's driving around but some seem to have coded skirts. Have they been put on after purchase for a nicer look or was it an option from new.

Just wanting to keep mine completely original, stock and collectable.
