Also, its not as simple as that. As the tyre is effectively flat on the bottom with the car weight on it, the radius changes, and so the calculation needs to be redone.

Its all in the wording, alex explained it relative to speedo reading, not actual road speed.
A SMALLER tyre will make the SPEEDO read HIGHER at a given road speed.
