Yes but the tune isn't going to change its values for water in a 98 tune..its just about a fixed value.
The flex sensor measures conductivity in the fuel and then determines the ethanol level the
ECU makes it's calculations based on that.
yes the video is extreme but it shows the limitations of the sensors
