When you set the base fuel pressure, what you are actually setting is the pressure difference over the injectors. The pressure drop is what determines the how much fuel the injectors can flow, and you can artificially increase the injector flow by increasing the pressure difference over the injectors - by raising the base fuel pressure.

The subaru 43psi base fuel pressure is actually pretty low by todays standards. Alot of cars are now running higher base fuel pressures right out of the factory. Some euros are getting up towards 80psi base i think.
