Can you click the learn more and take another screen shot or tell me what it says?
Edit: Also is your Windows 10 fully up to date and are you one 64bit version of windows?
Edit2: Another thing you can try is loading windows in safe mode with minimal services running, if chrome still isn't working then try uninstalling/reinstalling again. If this works then it's probably another application interfering with it.
If you get really stuck, If you're not too far away we can meet up and I can see if I can fix it for you. There's usually always a solution unless you have a really strange set of hardware which I doubt will be the issue.
