ok, maybe my mistake.It is alloy. How to make it shine like new?it look so dull and abused .Need some shine back.Please advise.

Just a normal spray can will do the job or is it a special paint that wont chip away with heat or somethin..???

You can get some good quality automotive paint that will go the distance. But most people who spray their FMIC just use a cheap can of matt black and just respray it every three or so years.
Only need to do a very very light coat. Just enough so that looks like a radiator rather than a FMIC. Saturating the IC fins with a thick coat of paint may impede heat transfer.

I've always used Meguairs All Metal Polish on my exhaust, comes up a treat, you can buy it at supercheap etc. In a little tub.
I've also used it on my alloy strut brace, so it does work on alloy too.
