Default Custom Front Bumper

Hey Guys,
I'm going to be customizing/repairing my front bumper on my 05WRX soon to remove the grill infront of the FMIC aswell as repair some cracks, while im doing it I'm thinking about removing the black piece of plastic that sits in the bottom grill and goes behind the number plate...But, I've noticed that no matter how much people change their WRX they always seem to leave it on...
Is there any reason for this (structural support/illegal)? Or is it just personal taste? Has anyone here done this?

The Picture attached shows what piece I'm talking about.

thinking about it i think that if you do cut it youll see the bumper support

Ah ok,I had a feeling it might hide something. Yeah I've thought about colour coding it.
