so im guessing i can remove the fuse for the air pump.... problem solved!

You will get a CEL straight away, which means you will lose Cruise Control. Like I said in a previous post, if you can hear it when the car first starts, that means it operating normally, ie, there is no problem to solve. If you are not planning any mods or a tune to disable the fault code, why would you mess with it?

its not operating normally, its embarassingly loud. already tuned. tried running with fuse out, no CEL.

I didn't know the car was already tuned, the code still needs to be disabled. So you unplugged the fuse, left the car overnight, and tried it first thing in the morning? The secondary air system only operates on the first start of a cold engine, it then sets a timer for 6-8 hours before it will operate again, assuming the engine is cold again.
