Geez if it's true that there have been restrictive changes to the VSRs re rims then there's gonna be a sh!tload of enthusiasts' cars gettin canaried... an' that's gonna mean a heap of rim/tyre changeover$

Maybe the plod wasn't reading his regs right? 21mm is less than an inch, if that refers to rim diameter size variance then it can't be right!

Nah if it is the case it must apply to the outside tyre diameter
so you need to run a lower profile tyre to maintain the required diameter

Some cheaper tint darkens over time, I got 20% on my last car, but when I got yellowed about 2 years later it measured 11% (so had to rip it off).

Legally you can increase you're rims as much as you want as long as the total diameter of your rims + tyres doesn't exceed 2 inches more than what the total tyre+rim was from factory and there is no rubbing at all (thats why you get lower profile tyres as you get a bigger rim usually). Reason is your speedo will be off too much. Not sure what the rules are in regards to width but I think it's as long as it doesn't poke out past the wheel arch?
