The main reason that i was going to put a fuel regulator is was to do the parallel rails mod.

I might still try and do that, but just use 2 stock fuel pressure rails with the stock FPR's on them..

parallel fuel rails and aftermarket fuel pressure regs are just a waste of your hard earned, save it. you could probably buy a my03 wrx manifold with injectors for a few hundred (i got mine for $300, but have seen them go for more and less) which will drop straight onto your motor. those injectors can be chop topped to 816cc

with the setup you have on your sig, it should hit 20hp no problems
