Default 99 heads

I haven't had much to do with 99-00 model heads,are they shim over buckets for wrx and sti models shim under?any help would be appreciated.

Standard 99 wrx heads are Shims over buckets, and sti heads are bucket over shims.

This motor was pulled out of a Jdm vr5 sti,it had a EJ207 block but some reason had shim over bucket.

The models vary, the seller may have just thought it was an STi. It sounds like it is from a JDM WRX Ra, not an STi? They were also called EJ207 during their day but are actually stamped EJ205 on the block. These are very different to the EJ207 built today. If you know what your looking for you can drop the inspection plugs out and double check if the pistons are cast or forged. If they are cast then that's official, it's a WRX Ra, not the STI, or STI Ra.

It sounds like you have lifted the heads already, if so and you have a semi closed block aka what we call today an EJ207 then you have a rebuilt jobby that could be bits of anything.
