its looking like a busted thermo fan sensor (ie fans dont come on ever) and a half empty radiator due to busted seal on radiator cap.

hahaha whoops. Glad its not my car, eh they build em tough.

check the seal on the radiator cap.

check the thermostat.

start the car and let it idle without the radiator cap for a 5 mins to get any air bubbles out.

compression/leakdown test.

happened to mine a few weeks back, found out there was a leak. Was losing coolant. Got worst.

Solution: Got new radiator.

Steam is possible boiling coolant. Boiling tempeatures increase with pressure increases. A leak causes a drop in pressure close to atmospheric causing the coolant to boil.

That's my stab at it anyway.

Before I got the heads done in the Libby, the mechanic did a CO (or wazzit CO2?) test on the breather side of the radiator with both the breather bung and the radiator cap off. You could see the bubbles passing across the top tank as the motor idled. Clear indication that the head gaskets were gone.

Actually I think it was a CO2 test... maybe get that done?

I cooked mine driving it through the sand dunes at Lancelin, top hose came off but it drives perfect till you hit boost then temp guage hits the roof, slight film of oil in the water, sounds like a head gasket or warped head, could be a air blockage too, take the hose that goes from the radiator off at the header tank n suck till only water comes out, worth a try
