The circle earth kits (or similar) are different to the stabiliser.
1. Earth-Circle kit simply gives a better earthing between Chassis, Engine and Battery. In turn this reduces voltage drops. As jEstErs link shows it is easy to make. Be careful that creating a "circle" in the wiring can actually create a "ground loop" which in turn could create noise (which can be heard in old stereos as whine). Worth doing if you have large electrical drains such as extra spotlights or a large stereo. 2. The "Voltage Stabiliser" is a bit of a con at that price. I believe it is just a cap. Similar to the condensor units that older cars have to stop the whine in the stereo. It absorbs electrical spikes when large current electrical devices start (also known as voltage shunting), suck as started moter, large stereo amps and spotlights. Most parts of your car already have circuitry in them to make them immune, such as your stereo and the ECU. My advise is don't bother.
