Default Not Hitting full boost!

well how do i put this sometime when i start my car to go for a drive it won't hit full boost. but then if i turn off the engine and start it up again the boost sometimes comes back.
it starts to pull and then it will just like stay on hold. the boost dosen't drop it just stays still.
any idea whats wrong? dosen't happen all the time but it does happen.

what gear are we talking about?

different gears make different boost - ie; low gears make lower boost than high.

also its not boost cut, becoz that would define that max boost has been reched and overboosting

car runs fine doesn't seem to be struggling.
when i happens it effects all the gears like i said it starts to pull and like just pauses, it still pulls but not anymore and not any less.
remeber it only sometimes happens when i start the car not always.
solenoid someone explain please?

Give us an idea of the mods on the vehicle, year, model etc and maybe we can better assess what is the problem.
