Default Correct MAF Voltage at idle?

Still trying to get my car running right, can anyone tell me the Correct Voltage that a MAF on a 2001 WRX should be reading at idle. Im getting 3.19v

Also its showing Spark advance is alternating constantly from 11--13 at idle??

These are seen by using a Maxiscan MS509 OBD2 Scanner
