My thoughts are when there is forced convection, the effects of radiation is negligible. Therefore the paint will just hinder the performance by acting as insulation reducing the amount of heat that can be carried away at the surface/fins. When there is no air flow, radiation plays a bigger role and therefore the advantages of black paint will kick in as mentioned above.

So if they had conducted the experiment with the ic next to a heat source, it would have better determined any difference.

Saw this and got me thinking, and I reckon for us black is better for a front mount and silver/unpainted is better for a top mount, given all the information at hand.
I will be going a Process West top mount at some stage in my build, was considering anodising it black to negate any insulating affect of painting but probably not worth it.

I'm also wondering if the paint was still flashing off the solvents at the time of the test drawing the heat from the fins.....
The temp differential just seems too drastic to be valid.
