Where are you accessing from?
These things are put in place to stop people using bandwidth for unspecified reasons. Yes it costs someone so you can access forums and the like, which is why a lot of places ban them. Also, if they are smart enough to ban forums and stuff, they will know about all the free proxy sites and ban them too. Make your own proxy if you need to, or look at TOR/Onion Rings.
