I think you'll find the law on this actually states that if you see someone indicate to change lanes it is your responsibility to give way to that person. (assuming you are 'behind' them, i.e. not along side). It is not actually the responsibilty of the indicatee to wait for a gap. Having said that, the law does also state that the indicatee should only change lanes when it is safe to do so - which, if the person behind them is doing the right thing and giving way, shouldn't be a problem.

Seeing a person indicate to change lanes infront of you is not a trigger 'shut the door' - it ain't formula 1

yeah it fucks me off when its busy traffic and you put your indicator on and the person doesnt let you in cunts!

yeh no shit, i was on the goldy earlier this year and people knew how to merge, how to indicate and how to sit on 120 in 110 zones on the Pac motorway ... I was in shock for about 3 days !! the majority of perth drivers suck balls!
