its officialy a one way, tolled, public road with sections with no speed limit. a lot of the time during the european summer it will be closed for ~20 hours a day so various manufacturers can test there cars, but for several hours a day it is open to "tourist drives" you buy a 12 euro ticket and go for a drive. the public toll booth is on the main straight so you don't get up to the enorumous speeds that race cars used to as you have to come in and clock on for another lap.
