Pretty much.

Divide your mbits by 8 will give you megabytes per sec. The maximum rate in theory.

So in theory, 15mb connection should allow up to 1.8 megabytes per sec...but youll never get that.

Some providers have a speed tester on their site, in the members area. I know amnet do.
They still arent accurate, because it depends on alot of things, according to amnets site, I can only download at a max of 875kb/sec but I know from previous downloads I can get up to 950kb/sec
