I think alcohol and nicotine are still legal because of the amount of people taking them when everyone found out the nasty side effects. How do you blanket ban something that the majority of the families were enjoying without a huge uproar.

That really made the gangsters some big money. Most Western countries gave up on it. Australia repealed prohibition in 1928.
