I've done a Paypal claim once. Was good, got the full amount back from the seller - I think they literally took it from his bank account.

They don't, his paypal account would have said "-$xxx" and would have been un-usable until he 'refunded' that money to paypal. If its over a certain amount Paypal would have then come after him if he didn't pay them back.

Thats the point. He did not use paypal. It is on the site as
