Default finding the owner of a car

No, I am not some psycho trying to stalk someone....

Just wondering if it is possible to find out
a) if a vehicle is still registered and on the road
b) who owns it at the moment

The reason being that a friend is trying to see if his first car still exists as he always dreamed of 'hotting it up' but never had the finances to do so at the time.

There are not too many of the particular car and they are very rare in the particular colour he had.

He can provide the last seen/known number plate if that helps.

Toni

I've done some 'light stalking' in the past so may be able to help. PM me.
