Unsure on A8181 or A8183... But it runs the factory ROM that Testra has out of the box, im assuming 2.1 but dont quote me.

If it is the Desire that Telstra sold, then it will be the A8183 (Next-G compatible model) and yes the stock rom is 2.1, there is a 2.2 update avilable from Telstra as well.
