And, you are right that cosine error does generally benefit the driver, except in the situation I mentioned above, whereby returning from the right into left lane at the same time of crossing the radar/laser beam does actually inflate the driver's speed... the converse is also true, that going from left to right lane while crossing the beam reduces the reading. The Poliscan's detection method is obviously a newer technology with its "sweeping" beam and multiple calculations. Thanks for your input, much appreciated .
